Electronic Monitoring in Drug Cases

However,- there are alternative sentencing available, such as electronic monitoring, that can reduce or even eliminate time behind bars. Incarceration was once nearly unavoidable in many California drug cases, but the courts have undergone a fundamental shift and now recognize that sentencing alternatives benefit both society and the defendant by allowing for treatment and easing jail overcrowding.

The drug offender must wear an ankle bracelet that alerts authorities whenever there is an unauthorized absence. The device on the ankle bracelet communicates with a transmitter located inside the driver's home. Any attempt to remove the bracelet or tamper with the device also will be recorded.

Some jurisdictions also use technology called SCRAM, or Secure Continuous Remote Alcohol Monitor, in cases that involve alcohol as well as drugs. The device, which also monitors house arrest, detects alcohol excretion from the skin. SCRAM devices are designed to enforce probation terms that require the offender to remain alcohol-free.

Although being confined to home for extended periods of time may seem undesirable, electronic monitoring or house arrest is a vast improvement over spending time in county jail.
